Abstract

This article reviews briefly the background of actions to certify labor capacities, carried out by vocational training institutions in the Latin American and Caribbean region. It mentions the current concept of certification and the different meanings usually ascribed to this term, associated with economic growth, competitiveness, and productivity, as well as with the configuration and development of human capital. It describes the potential of certification mechanisms as a driving force for ongoing learning; reviews new conceptions that, in relation to certification, has made explicit ILO Recommendation 195; and finally it analyzes some of the main challenges posed by the task of institutionalizing systems to recognize knowledges and competences.
