Analyses the redefinition process in Brazilian State and civil society relations, in the context of changes in the production and labor sphere and State Reform. Discusses the challenges for social movements in the nineties, the participation of non-governmental organizations on social and educational field and conceptions of Education related to their proposals for intervention. Shows the results of qualitative research on how NGOs act in the activities related to the National Plan for V ocational Education (PLANFOR/MTE), in 2001-2002.Downloads
